To the public in General:

Due to the recent cancellation of the Emergency NOM-EM-041-FITO-2003, in which the fito requirements and specifications for the importation of dry beans were established, and which was published in the Diario Oficial on April 4, 2003, SAGARPA informs:

The fitosanitary regulation for the importation of dry beans from Canada, United States of America, Nicaragua, Chile and Argentina, will be done through the "HOJAS DE REQUISITOS FITOSANITARIAS" ( The fitosanitary requirement forms ) from the General Direction of Vegetable Inspection from the SAGARPA addressed in Guillermo Pérez Valenzuela # 127, Colonia del Carmen, Coyoacan, México D.F., C.P. 04100, according to the Federal Law of Vegetal Health and the NOM 006-FITO 1996, in which the minimum fito requirements are applicable to general situations that vegetables must comply, products and sub-products that are intended to be imported when these ones are not established in a specific NOM, published in the Diario Oficial in 1996.

The fitosanitary requirements that will be included in the "Fitosanitary requirement forms" are:

1.- Vegetable Fito International Certificate issued by the local agriculture authorities from the country of origin, in which the state or province of origin must be specified for product and that the product is free of soil.

2.- Fitosanitary inspection in the port of entrance

3.- The take of samples to diagnose the existence of insects, weeds, fungus, and bacterias in an approved laboratory. The costs generated will be covered by the importer

4.- Fitosanitary treatment according to the following instructions:

Treatment in Origin

Treatment TFA Fosphine at normal atmospheric pressure

The specifications of the treatment must be addressed in the International Fitosanitary Certificate

Treatment in point of entry into Mexico

a.- Treatment T302 (d1) Methyl Bromide at normal atmospheric pressure in a chamber or with plastic cover.

Treatment TFA Fosphine at normal atmospheric pressure

b.- Treatment T302 (d2) Methyl Bromide in Chambers vacuumed at   660mm

Packaging:

Only new sacks or packaging will be allowed. These ones must include the name and variety of the product. Net Content information in the sack or packaging, company name and fiscal address from the producer, packager or exporter, country of origin, lot number and harvest cycle.
